What is MTSS — and why it stalls
MTSS is a framework for matching the right level of support to every student: strong core instruction for all (Tier 1), targeted intervention for some (Tier 2), and intensive support for a few (Tier 3). Most districts have the framework on paper. It stalls when it lives in a compliance document instead of a teacher's Tuesday — when data meetings don't change instruction, when Tier 1 is under-resourced, and when teachers aren't sure what a tier actually looks like in their room.

Both. The framework is the same; the practices differ by level, and engagements are tailored to your grade bands — from elementary through high school.
